No first-time buyer relief in Wales
Unlike England (0% up to £300,000 on purchases up to £500,000) and Scotland (a raised £175,000 nil-rate band with no price cap), Wales does not give first-time buyers a discount. Every buyer — first-time or not — pays the same standard LTT bands shown above. The Welsh Revenue Authority's position is that the £225,000 standard nil-rate band already sits above England's £125,000, softening the impact at lower price points without a dedicated relief.

What is the difference between LTT and SDLT?
LTT (Land Transaction Tax) replaced Stamp Duty Land Tax (SDLT) in Wales from 1 April 2018. It is administered by the Welsh Revenue Authority (WRA) rather than HMRC, with its own bands and rates. Wales starts its nil-rate band at £225,000, notably higher than the £125,000 threshold in England & Northern Ireland — but bands step up faster above that.
Do first-time buyers get LTT relief in Wales?
No. Wales is the only UK nation with no first-time buyer relief on Land Transaction Tax — first-time buyers pay the same standard rates as any other home mover. The Welsh Revenue Authority's reasoning is that the standard nil-rate band, £225,000, is already set higher than England's £125,000 threshold, so lower-priced first purchases already pay less or no tax without a separate relief.
What are the higher rates for second homes and buy-to-let in Wales?
Buying an additional residential property in Wales — a second home or buy-to-let — adds a 5% higher-rates surcharge on top of the standard LTT bands, applied to the full purchase price. This is separate from, and in addition to, the standard banded rates.
Does LTT apply to commercial or non-residential property?
Yes. The Welsh Revenue Authority publishes separate non-residential and mixed-use LTT rates for commercial land and property transactions, distinct from the residential bands. This calculator covers residential purchases only.
When is LTT due and who pays it?
LTT is paid by the buyer and must be filed with the Welsh Revenue Authority, along with an LTT return, within 30 days of the effective date of the transaction — usually completion. Your solicitor or conveyancer typically submits the return and payment as part of settlement.
How is LTT calculated — is it progressive like income tax?
Yes. LTT is a progressive, banded tax — each rate applies only to the slice of the purchase price that falls within that band, not the whole price. Nothing is due on the first £225,000, then 6% is due on the slice up to £400,000, with higher rates applying only to the portions above that, up to 12% above £1,500,000. This is the same "slice" mechanism used by SDLT and LBTT.
